The Strategy

Joint Operational Governance (JOG)

JOG is a structured, tiered governance framework that allows a Governing Organization to assume full administrative, operational, and financial governance of a Participating Organization—without a legal merger.

One Command

A unified chain of command and one standard of operations. No split authority, no confusion on the fireground, and a deeper leadership bench.

Separate Identities

Both organizations retain their legal status, their name, their property, and their own bank accounts. JOG governs decisions — not ownership.

Built-In Exit

JOG includes defined notice periods and dispute resolution through mediation. It is reversible by design — because a good agreement earns trust, it doesn't demand it.

Factor Traditional Merger JOG
Legal entities One survives Both survive
Property ownership Transferred Retained by each organization
Financial accounts Combined Separate — each org keeps its own
Charter/History Dissolved Maintained
Operational Control Unified Unified

Proof of Concept

The Shippensburg Model

The Joint Operational Governance (JOG) framework isn't theoretical. It was forged in a real-world partnership between two departments facing a crisis of apparatus failure and manpower shortages.

In October 2025, they signed a Joint Operations Agreement that unified their command, their fleet, and their financial oversight without an immediate legal merger. Both companies kept their names, their property, and their heritage while operating as a single, high-functioning department.

"The Governing Organization leads. The Participating Organization is represented."

This model stabilized response times, fixed fleet issues, and built a unified culture. It proved that stability doesn't have to come at the cost of identity.

Founder & Lead Practitioner

Meet Brendon Cullen

As the Vice President of West End Fire and Rescue Co. No. 3, I have seen firsthand the tension between organizational survival and the preservation of fire service history. I developed the Joint Operational Governance (JOG) model to provide a path forward that respects the "patch" while fixing the operational reality.

I believe that the fire service deserves leadership that is rooted in experience, not just theory. At FireGov, we bring that practitioner-led perspective to every organization we help.
